When I was with the Washington State Auditor's office, we would determine through CAATS work which employees had the most overtime hours or pay. Then, we would pull their original time-sheets to review, and spoke with the employee's supervisor. We also would in suspicious instances, check time-sheet records against company cell-phone records, travel reimbursements, etc. There was a $50,000 fraud at a Washington state agency that was discovered because of audit steps similar to the ones I described.
