If it is helpful, most federal government Inspector General audit reports are publicly available. Go through the Inspector General web site at www.ignet.gov to the individual agency IG web site. For example, my office's reports are at: http://www.nrc.gov/reading-rm/doc-collections/insp-gen/ GAO reports are also available at www.gao.gov.
