The Ethics Officers Association is working with ANSI and ISO to develop a Business Conduct Management System Standard that addresses many of your questions. The BCMS would be similar to ISO 9000 and ISO 14000 and would be a set of voluntary, internationally recognized standards to manage compliance programs. The final standard has not been published but you can get additional information from the EOA's web site.

I am looking for a general audit program on compliance to standards and

How can I be certain that all regulations have been identified
especially regulations that come from outside the organization such as

How often is reasonable to review compliance?
