Kenneth,
I think your best guide is the COBIT IT Governence framework. I started
using it about 8 months ago as a consulting tool, but I have a number of
years of IT audit behind me and know that you can easily derive an IT
management audit from it... used it alot for that.  It does a good job of
organizing IT management areas for you, just build your plan along the same
framework and tailor it to your organization.  Not sure where you are in
your organization with respect to an IT audit, but you could start with just
using the framework to create a general controls review to get to some
baseline.
