I assume you mean an audit program for golf courses. Many local governments operate municipal golf courses and you should be able to find reports for them by using the query "golf course +audit" When you find a report I would suggest that you then contact the audit office and ask them if they would be willing to share a copy of their audit program. This is what is known as using meta-information for which the Internet is unbeatable.
There are also several golf course audit programs available from links on AuditNet's audit programs page.
