When one speaks of "contribution", what is the initial reaction is that the
contribution of IA can definitely not be determined in value terms.

To that extent, the view expressed by Mr David Taylor seems the one to
conform to.

In the current case, merely quantifying the cases of duplicate payments
made as a result of documents not being defaced with the 'Paid' stamp would
not do justice to the actual value of the finding in light of the following
aspects:
1. It would not be possible for an auditor to ascertain all cases of
duplicate payments in the entire population, as a result of which the
quantification would be subject to estimation whcih would vitiate the very
purpose of quantification.
2. More importantly ,the possibility of reusing the supporting evidence for
future payments resulting in fraud canot be ruled out. The quantification
of a possible fraud is again difficult.

Determine if there are any duplicate payments in your voucher's payable
population due to the "paid" stamp not being put on the supporting
documents of voucher's payable. This would quantify your finding.
