I guess there is something to fix in aufs.
Unfortunately, I could not reproduce your problem.
Won't you try it again without udba option? If it succeeds the bug is in
aufs inotify routine.

And please tell me,,,
- Which filesystem do you use for / and /var/pkgdata, ext2 or something?
- Did you extract and 'ls' on your new root directory?
- Does the directory named 'archive' already exist on your working directory?
- If you use 'mkdir archive' instead of 'tar xzf archive.tar.gz', will
  the problem be reproduced?
