Must be an old version of Fedora. In current Fedora (16 & 17) there is no /etc/grub.conf. /etc/grub2.cfg is a symlink to /boot/grub2/grub.cfg
which has at the top of the file:

  # DO NOT EDIT THIS FILE

The general settings file is /etc/default/grub but unfortunately augeas
parses that with shellvars which doesn't allow access to individual
options in the settings.
