Frugalware has a copy of the source at http://www7.frugalware.org/pub/frugalware/frugalware-current/source/x11-extra/barpanel/barpanel-0.6.0.tar.gz Most of the time googling the complete filename (in this case: barpanel-0.6.0.tar.gz) gives better results than googling the software's name and looking for downloads.
