Yep. The same applies to "shiboken".
Shiboken is alright because it's not an actual python library, it's a
binary that generates python bindings.

Sounds reasonable. The equivalent sip tool for pyqt also has a python
module which has been split out into separate packages (i.e. sip,
python-sip and python2-sip).
