Assuming you want to be able to install the binaries separately,
i'd use a split package with 3 package_ functions

package_foo-common() {
# schema
}

package_foo-binary1() {
depends = foo-common
# first binary
}

package_foo-2binary() {
depends = foo-common
# other binary
}
