Orange-Swiatlowod, which is fiber optic, not mobile.
I don’t ask for unblocking them solely based on this information, in
particular if actual data shows malicious activity from the ranges. Just
noting that the premise/explanation may be wrong in this case. Which may
or may not be relevant, both for overblocking and *under*blocking.
Address hopping is still possible on their fiber plans, if this alone
(and not mobile connectivity) is the premise. In which case the blockade
is reasonable, if the situation can’t be mediated with other means.
