Turns out this is because the submitter wanted a package that optdepends on rsync, which is required to use the Offline Mode. We've since discussed it and I pointed out the correct technical solution is to file a bugreport asking for an optdepends in the community package. https://bugs.archlinux.org/task/58852 > Probably by someone who wants to get their account suspended for > breaking the rules.
