Yours was the third of three orphan requests, and the only one which got
auto-closed:

The package base has been flagged out-of-date since 2018-04-10.

So... is it a bug if this auto-orphan fails to also close the other two
requests? I don't know, but I do know that this is a pretty unexpected
edge case.
