haxie [1] filed a deletion request for mesa-panfork-git [2]: the "mesa-panfork" creator violates the Arch CoC, and has been banned from the upstream multiple times.
Additionally, Arch has a long-standing (unwritten?) policy of respecting upstream's wishes, which in this case is Mesa, who have made it clear that the fork is considered to be hostile, and will never be merged upstream.
