Yes this is what that means. So in this case also filing an orphan request 
makes sense.

Marcell's comment here also is important: I've now seen multiple requests from 
you where you just file an out of date and instantly also request the package 
to be orphaned which IMO atleast needs an explaination.
If there is no reason for also filing an orphan request this just harsh towards 
the maintainer and causes unneccessary moderation work for us moderators..

Also you always use the same reason which does not contain any information!
Please try to also include the following with the request, atleast when 
possible:
- What version is availiable, maybe also provide a link
- If the maintainer is inactive specify that
- If the maintainer has been unresponsive to comments when they report bugs

I am happy to work on requests that you file, but please maintain some quality 
the requests.
