MarsSeed [1] filed a deletion request for libsoup-gnome [2]: Dead, orphan package from 2017.
Libsoup is part of the GNOME project now, so there is no libsoup build without gnome. There is no more Makefile, no more '--with-gnome' configure option. Only meson build files, and there is no GNOME on/off switch. So this package is a defunct leftover now.
