MarsSeed [1] filed a deletion request for system-config-users [2]: This Python2 / Gtk2 based tool has been discontinued by upstream since 2018.
It has been unbuildable on Arch Linux for the last 2 years, along with its deprecated depends, selinux-python2. Has been superseded by other SELinux-compliant management tools that still work (some of them are on AUR as well).
