MarsSeed [1] filed a request to merge tiscamera [2] into tiscamera-bin

'tiscamera' is an abandoned, broken package from 2020.

I've tried to update it to the latest release from a year ago, but
failed miserably: the firmware for camera support cannot be built on
current Arch Linux. (I suspect it's a toolchain compatibility issue,
but I'm not sure about it. And I don't have nearly enough expertise in
this area to even begin to triage the scope of the problem.)

AUR/tiscmamera-bin seems to work fine as per my brief testing, and has
a maintainer.

I recommend merging tiscamera to the '-bin' counterpart due to the
niche nature of this application, seeing no OOD flag and only two
comments throughout 2023 (one from January, one from August).

Last commenter links to the AUR/tiscmamera-bin page and welcomes
people to use that one.
