MarsSeed [1] filed a request to merge python-cx_oracle [2] into python-cx-oracle [3]:
The former package is long abandoned, and is broken on current Python (since 3.12+ actually). The latter has an active maintainer and its name is more canonical (in alignment with the PyPI name [a]).
