MarsSeed [1] filed a deletion request for mingw-w64-svt-hevc [2]: Not used (anymore?) by mingw-w64-gst-plugins-bad.
Intel has discontinued this project and archived the repo. [a] This codec was never essential for gstreamer, as there are other hevc codecs that it can and does use.
