MarsSeed [1] filed a request to merge python-sphinxcontrib-needs [2] into python-sphinx-needs [3]:
The former package got discontinued under that name in 2022. (It also fails to build since Arch repo's python 3.12 update early this year). Upstream module and repo has been renamed to sphinx-needs (as mentioned in the beginning of the repo readme file, and under the PyPI "Project description" heading).
