I don't have my wave textbook handy to find the exact formula (Jean-Marie
Clement's "Dancing with the Wind" is the authoritative wave reference
IMHO), but I think it'd be unsoarably weak if present at all - not a strong
enough wind gradient above the shear to give the wave any energy.
