Oxygen bottles need periodic inspection and certification. One of the worst
things you can do is leave the bottle empty; thus no positive pressure to keep
water out and eventually corrosion sets in. After ten years without a look it
sounds like you might be disappointed by what the inspection will find inside.
Our Club has used Normalair-Garrett (see www.normalair-garrett.com.au) in the
past for the inspection. Though they're in Melbourne, they may be able to
assist with locating someone in QLD for you (perhaps an affiliate of theirs).
Be warned that oxygen cylinders (even empty ones) are considered hazardous
goods and can't be airfreighted. Some earth-bound couriers are a bit wary of
them too, for good reason.
Since you're talking aviation AND life support gear, be prepared to pay a
reasonable sum to get it back to working order. Oxygen gear can be dangerous -
the experts know it and you will pay for their expertise.
