Gardown and G7toWin are both freeware and take track logs form most Garmins.
G7toWin will also store the resulting logs in an IGC compatible format. I like this as it gives you the ability to look at the multiple tracks in IGCview.
Track logs stored from Gardown are also able to be read by IGCview. However G7toWin is more user friendly and will read Lowrance/Eagle units as well. Though I have recently been told that the early Eagle Accunav Sport does not store time with its log points.
 
I think most Garmins record time for each logged point certainly the GPS12XL does and the 90 and 95 do. As do the GPS II and II plus.
 
I have tried the early Garmin PCX5 program and found that it did not do what I wanted. Namely it stored the files waypoints and such in its own format.

Does anyone know whether the Garmin 90 (or any other) track log includes a time record and, if so, what software will allow analysis?
I have Ozzieexplorer and Gardown, neither of which have any reference to time.
