Currently to prove my credentials I have :- - GFA Membership Card (laminated) - FAI Gliding Certificate (green book) - FAI Competitor's License (white book) - GFA Instructor's Authorisation(grey book) - DoT 1109 authorisation (blue book)
The present proposal is that to this should be added a CASA Sport Aviation License (book colour undefined at present). And then in the fine print I can start collecting various other variously coloured pieces of paper to prove revalidation of medical fitness, and so on. The research done in the 1950's in Britain showed that the rate of pilot-in-command incapacity through onset of illness in flight (heart attack, etc.) was no different between pilots with aviation medicine health checks compared with those without. The tradition in gliding of emphasising periodic flight review ahead of a license as a measure of fitness to solo status developed in parallel with the experience of changes in skill in irregular application (eg pilots flying less in winter than in summer). It would be nice if in now forming new methods to suit different societal expectations today, the outcome would be to make aviation more accessible. While the positives of the license may be in making it easier for flying hours to be credited across disciplines (GA to UL to motorglider, etc.); it may also bring into a sport inapplicable measures from other adjacent disciplines (GA compulsory aviation medicals, balloons' compulsory AOCs, etc.) My suspicion about beauracracies and their licenses arises from parallel things happening right now in my professional life. Even though I am well recognised in my field, from July 1 under new rules (which are meant to control cowboys in the volume housing industry) my work will become 'unapprovable'.(My projects achieve standards exceeding the 'licensing' system minimum standard and it can't measure that higher standard and so my projects 'fail'). The state government in SA is right now setting up an 'expert panel' to legitimise my projects before they go to approval processes; this 'third party review' has myself being nominated as a member of that panel.
