Not too surprising. Either there are laminar bubbles or the turbulators are
energising the turbulent boundary layer and preventing premature flow
separation(latter more likely I think).
There are aftermarket vortex generator kits for many power planes including
light twins. In that case they can sometimes get a weight increase where
the weight was limited by single engine performance due to lower Vmca
caused by better rudder effectiveness with turbulators ahead of the hinge
line or lower stall speed. Some light twins aren't required to fly on one
engine only meet the same stall requirements as singles(61 knots) and have
the single engine performance on a standard day at 5000 feet gross weight
tested and documented.
