I flew in Saudi Arabia for 3 years (unfortunately not in gliders) and the gliding conditions were the best I have ever seen - Thermal activity up to 17,000' - 20,000' on occasion and the hugest willy willies I have ever seen. Unfortunately there is no private flying in Saudi Arabia. I'm not sure about Dubai though. Good luck!
