Received  a piece of paper from ASA today. The guts of which is:

NEW RULES

The general exemptions against the requirements for carriage of SSR 
transponders for aircraft certified without an engine-driven electrical 
system will apply in all Class E airspace. Aircraft without an 
engine-driven electrical system (eg balloons, gliders and antique 
aircraft) will be able to operate in all Class E airspace, including 
that Class E airspace within 40NM of a Class D tower, without a transponder.
