However, unless they are CPL they can't fly for "hire and reward". Because of the system of area offices (which sometimes have their own interpretations of the US FARs) _some_ area offices deem flying hours themselves to be a form of reward (free flying = reward). So (as I understand) the crazy situation exists where in some areas PPL tow pilots can fly if they are not paid, and in others they may not and a CPL is required! Yes, it is more dificult over there.
