Y'know, it's interesting -- We all do annual inspections on gliders
because we need to, because we rarely have any kind of better system
in place.
If our aircraft were routinely inspected in detail over the course
of a year and any deficiencies were addressed at the time, it'd be
pretty hard to justify a mandated annual inspection, wouldn't it?
A superior alternative system would already be in place, and the
form-2 would be a waste of time.
In point of fact, mandating the annual inspection has probably
PREVENTED superior systems from being implemented, on the basis that
even if a superior system is in place it won't remove the additional
impost of an annual inspection! So who'd bother?
The only people who should feel threatened by an AMC of any standard are
those who are likely to fail.
You can use that standard to mandate *any* action on safety grounds,
no matter how onerous.
A sound risk-based analysis is always going to be better than an
emotive appeal.
