Not all states have the same laws in this matter. How is there a difference
anyway? If it is illegal to serve them it boils down to the same thing.

IT IS NOT *ILLEGAL* FOR A SIXTEEN YEAR OLD TO DRINK ALCOHOL, BUT IT IS 
ILLEGAL TO SERVE ALCOHOL TO A SIXTEEN YEAR OLD.
