Perhaps someone here will correct me if I am wrong, but as I understand
it, the GFA does /*not*/ have monopoly regulatory power over gliding -
CASA is the one that has that!
What the GFA /*has*/ is a delegated authority in the regulatory arena
for GFA operations - but /*not* /for other glider operations. If CASA
wishes to have an alternate track for gliding outside the GFA, then CASA
can choose to do that and (if I am reading things correctly) it has
already done that as there are people operating gliders outside the GFA
system.
Again - can someone please correct me if I am wrong in this.
