This is a matter that has been on
our books for review for some time, and remains unresolved to date.
The issue is the requirement for a
second independent check on control connection after rigging, and is
particularly relevant to Independent Operators. The matter was raised a
couple of years ago and referred to our Technical Committee for
consideration.
My understanding is that it is a
GFA requirement, and without commenting here on the merits or otherwise
of the independent second check requirement, it does raise issues for
Independent Operators. In my opinion a safe and proper method should
be investigated to enable I.O's to exercise their rating.
Recent reports have suggested that
this issue will be addressed by the outcome of Parts 103 and 149 of
the Regulatory Review. These administrative documents are not relevant
to such a procedural detail.
I will refer the matter to our new
CTC Edwin for review by our Technical Committee.
To emphasise, I believe rigging
control connection checks are an important safety matter, however the
Tech. Committee should investigate developing a suitable method of
checking that does not require a second qualifed person to be present.
