The NPRM for CASR Part 103 was issued on 22 December after nearly ten
years work with the GFA fully involved.
In reply to the direct question about 600 kg, you will note on
reading the proposal and description that this is the limiting weight
for AEROPLANES and ROTORCRAFT. Gliders are covered up to the current
certification limit of 850 kg as per CS (used to be JAR) -22, while
balloons have no defined limits (except "lighter than air").

PDF document (around 60 pages including response sheets).
Incidentally please note that the REAL reply-by date will be the same
as the reply date for the Part 149 consultation - that paper is yet
to be released for comment but we aim to have it on the streets next
month - probably close to the 19th so we can announce a reply date.
