the reality is that the sporting licence is a mechanism for providing funding to the FAI. The FAI governs all badges, record and competitions - sets the criteria and awards the international recognition. Their only source of fnding is an annual fee to each National Aero Club (Australian Sports Aviation Confederation - ASAC - in Australia) and by an annnual users fee - the sporting licence. If you want to claim a record or fly in an FAI sanctioned competition then you need a sporting licence. On top of this, if you want to fly in a natioanl competition in Australia you need your CFI approval to say that you have the basic skills required. The CFI could approve your sporting licence - which basically says that you will follow the FAI rules etc - but refuse to sign the competition endorsement because you haven't demonstrated the required skills. OK for the CFI to approve him/her self but probably you would ask another CFI or a level 3 instructor to sign for you

It sometimes becomes a difficult decision for a CFI to assess whether some-one with no comp experience is capable of flying with 50 plus gliders in a National Comp as compared to 30 odd gliders in a State comp. I got my licence without prior comp experience, no problem. I assume it is just a register of who qualifies for the relevant insurances.
