The Schweitzer 2-32 is allowed to carry two passengers in the back seat. Hard to see how they can both have shoulder harnesses. It may have been certified before shoulder harnesses were a requirement. They haven't always been such. Before inertia reel harnesses for the shoulder straps there were cases where wearing the shoulder harness tight was more dangerous than leaving it off - like when someone was trying to kill you. Best to see him first.
