organisers update a website? If they don't do it, then what do you
propose - that they be sacked? Prevented from ever running a future comp?

Getting clubs/people to put up their hands to run competitions is not
easy (there's no queue of volunteers pounding on state and national
doors insisting they be allowed to run comps), so we need to be as light
handed about things (including websites) as possible or there simply
won't be comps because no-one will organise them! There are critically
important functions that have to be done well in a comp and that is
where the effort needs to be allocated - and is at every comp I've been
lucky enough to be involved in as a pilot or helper. If, on top of
these, there's a good website regularly updated, then that is great.
It is about time the GFA introduce a CMS at national and state
association level.
Which is exactly what we are headed for at the GFA level - as I have
already pointed out and we have discussed by phone. As we are a
federation, the states will need to make their own decision (although I
am certain that any expertise gained at the central level would be
passed on to states that were interested).
However, even this (no matter how easy we make it) will not guarantee
that a comp web site is updated with results, photos etc. I have helped
run comps (been CD once too - never again!) and there is a huge amount
to do and generally too few people to do it. Putting results on web
sites will always come last by a long way in terms of resource allocation.
