There are a couple of very good references you should read -

An old book "New Soaring Pilot" by Ann and Lorne Welch and Frank Irving gives 
one of the best theoretical explanations of McCready theory and speed to fly. 
Flying block speeds is just an extension of this theory.  Sadly it seems that 
GFA book sales no longer have this title in stock, but well worth reading.

A more recent and very practical discussion on speed to fly, and ballast is in 
Maurie Bradney's "Flying Further and Faster" pp20-25. This will cost you the 
princely sum of $19.80 from GFA sales. Highly recommended to get a good 
practical grasp of how fast and how heavy.

All calcs depend on establishing an average thermal strength (or more 
precisely, the next thermal's strength) which is pretty hard to assess. 
Remember the average achieved climb rate is normally very much less than what 
we see on the averager, and its a pretty good day when the day's achieved 
average is better than 5 knts.

All the answers you derive are still highly subjective as they depend 
completely on your assessment of the day's strength. Most fast competetive 
pilots I know seem to know "what feels right" and fly at that speed.
