As per Wombat's post about wing loadings.  The handicap
model depends on what lift / thermal model you choose.  I
dare say that the italians have their own ideas about the
size, strength, spacing of their thermals.  Alternatively
they may have based the h'caps with some consideration for
wave and/or ridge lift as well.
