If we are not required to have FMs for PA25s -  over the years we got used
to not seeking them - and perhaps that explains why the view that Piper had
not produced FMs became prevalent?

The FARs do not apply in Australia (except to US registered aircraft).

Read the list of aeroplanes on the CASA web site for which an 
[Australian] Flight Manual - i.e. the POH produced by the 
manufacturer - is not required.  The PA25 was on that list last time 
I looked. However for glider towing it dies need an approval page and 
a supplement detailing weight and runway information for the glider 
towing role (as a supplement to the approval page).
If you have the FAA-approved  [old] POH or the former Australian 
Flight Manual pre-2001, you may use it for guidance but there is no 
legal requirement to have it and it has no legal standing.
