The new AFM regulations
Regulations: 2(1), 54, 55, 138, 139, 322 and 323 of Civil Aviation Regulations 1988, (CAR 1988) are the relevant regulations concerning AFMs for Australian aircraft.

Pretty well right - though 322 and 323 are transitional and may no longer be relevant, and gliders have been exempted from some of these. The list of aircraft that do not require a flight manual has I think already been quoted - it is http://casa.gov.au/owners/flightman/noafm.htm and covers many of the most popular light aircraft models.
