I'm surprised an issue of this consequence to pilots has been
considered "in camera" and ended up in an official 'draft' without
prior open dialogue.
Rules review is an inevitable on-going process and aspects of it
will be log jammed by reiterative and unending public dialogue. But
clearly some issues, critical safety issues in particular, deserve
open debate at forums like the Pilots meeting at National Comp
level. This appears to be such a matter.

After the Nationals pilot's meeting, set up a list server like this
one where the issues raised and the minutes of the meeting are
published. Allow 4 weeks for comment. Then decide on a proposed rule
taking the comments into account and publish the *proposed* rule.
Allow a final comment period of a couple of weeks then enact the
rule, modified if necessary. Restricting comment to current Nationals
pilots is probably counterproductive as there will be those
contemplating taking part in the future and others who may no longer
be taking part but have flown under various different rules and you
never know where a little wisdom is going to come from and it is
smart to avoid making the mistakes of the past again.
Those familiar with the CASA rule making system may recognise this
process albeit with a compressed timescale.
