I can only agree with Stuart - let Mountain High deliver it for you and they will freight it with all the papers that security needs. You are only asking for trouble if you try to carry an oxy cylinder on an airline flight - both with airline safety, security, and in case of technical problems with the cylinder itself or what someone else might want to do to it.
