Sorry Wayne, but that just gave me a nervous twitch.
DO NOT USE hydraulic components on an oxy system EVER!!
It is really bad karma! Think oxy fire! The hyd component won't be clean to
the standard required.
The best course of action if you need to have blanks, is to ask the supplier
for the valve and the cylinder to be in two separate parts with the proper
blanks.

Yes, but you will still need to have the cyl inspected when you get here as
you cannot guarantee it doesn't have and ingress of contaminants (due to the
lack of positive pressure).
We lost a P-3B Orion due to contaminates in the oxybottle (a small amount of
free iron, IIRC)
The best method is to get the manufacturer/supplier to ship it out. Yes I
know it is a bit exy, but it will be packed properly, and it should arrive
safely. Remember all pressure vessels are DG, regardless of contents.
