Using programs such as SeeYou, it is possible to sort a database by
distance or bearing from a home waypoint, but this is either going to
give you waypoints within a circle or cone.

Use SeeYou. For a rectangle, simply select the rectangle of interest from the map. Along a bearing, sort the list by bearing and then inspect the sorted list for the bearing range of interest. Cones can be very narrow if you so desire.
