I think the issue raised is that they have a vote on the board whereas in other 
structures they would only be policy advisors.

I have no problem with them being elected by their peers to an advisory 
position to the board, but I do have a problem with them being able to vote on 
issues outside the ambit of their department (e.g. finance etc.) without having 
to face a plebicite in any form.
