We have a project in South Australia called "Project Horus" which does this on a regular basis, with budgets less than the cost of an iPhone! http://projecthorus.org/
They use a system based off the same software as RASP to accurately predict when and where their balloons will land (and it's usually not far off), and what days are best to fly on.
