Appears to be so according the the CASA home page.

People are only now beginning to realise some of the implications - like transfer of liability under the new rules.

This may not be all bad news with Truss having an enquiry into aviation regulation over the next few months. In general, with the odd exception, the less "Europe" and "Pom" in Australian aviation regulation, the better.

The CASR Pt 61 is the bit with the GPL, RPL and ICAO-equivalent licenses.
