Dear Colin, I don't think its you, and you can't fix it - Bernard needs to send the link to the list in another manner to make it work as expected.
This is one aspect of Dropbox that can be very easy to inadvertently mistake - which is the 'right' way to send information to others on a read-only, easily downloaded basis (without requiring your correspondents to join Dropbox to do it, either). I've dropped Bernard a line directly with detailed suggestions for how to re-try the below so that it can work for you (and others) who might want it.
